I’m having a hard time understanding what this means. It’s pretty clear that it is a metaphor for Russia in Mexico. The writer is referring to how the Russians are so focused on Russia in Russia that they forget about what they are like outside of Russia. I’m not sure whether this is the writer’s intention, but it’s a neat metaphor.

We’re still not sure if we’re just being paranoid or if this is a real threat to us. They are certainly not the only threat they have, nor are they the only ones who are coming to steal our nuclear warheads.
Yeah, that’s the reason we’re all here. We are all scared because something is coming to steal our nuclear warheads. We are all afraid of the same thing that we fear other countries of Europe are stealing, and we have no idea how serious the threat is, but we are all still here because we are afraid of the same thing that we fear other countries of Europe are stealing.
russia in mexico is a little like the Soviet Union in the 90s. They were on the brink of nuclear annihilation, and their nuclear arsenal was so large it was actually said that they could wipe out the entire world. Today, we have Russia and China on our borders, and they are still stealing our nuclear warheads.
But to be fair, Russia is hardly a threat to the United States. America would never attack Russia under any circumstances, and they would never invade Russia unless they were absolutely sure they could win. But now that we know that Russia is a threat, it would only make sense to get creative with how we deal with them.
