I’m having a hard time understanding what this means. It’s pretty clear that it is a metaphor for Russia in Mexico. The writer is referring to how the Russians are so focused on Russia in Russia that they forget about what they are like outside of Russia. I’m not sure whether this is the writer’s intention, but it’s a neat metaphor.
